With six study visits done and one to go, InCompass is entering its final year. Some truly interesting and innovative practices have been observed, in which one constant seems to be diversity. No two of the incubators we visit are the same. In the end the structure according to thematic working groups proves somewhat artificial, in the sense that activities interrelate and flow over the boundaries between domains, especially in some of the most inspiring cases. New aspects turn up unexpectedly, while supposedly essential cornerstones such as affordable work spaces appear to be not that indispensable in their own right. The essence of the incubator proves to be its function, rather than its specific elements.

The emphasis has gradually moved from the individual incubator to the regional incubation system, or even the entrepreneurship development network (most evident in the case of Valnalón in Asturias). We now are to a some extent able to flash out the structure and the potential elements of such a system.

The next step has to be from practices to policy. European projects are all about transnational learning, and INTERREG IVC specifically is about the EU-wide identification and exchange of practices, directly aimed at developing or influencing regional policy. For a large part this is a task of the regional implementation groups, which together with the respective project partners make the regional implementation plan. They have to match the lessons learnt from the study visits to the specific situation and challenges in their own region.

This is no small step. For one thing, the target group of InCompass is ambiguous. End users of the project are the incubator managers  that may or may not apply the observed practices, but tend to be focused primarily on the well-being of incubatees. Lead users, however, are local and regional authorities that use public funds to subsidize incubators in order to increase the contribution of business start-ups to the regional economy. Quite often they are forced either to reduce their costs or increase their returns, but in most cases they have little direct influence on the management of the incubator and, hence, on the implementation of observed practices. Moreover, it is not just about profitability but also about efficiency, return on investment and social capital. Particularly the latter is quite important in some of the most inspiring cases we observed, such as Patras Carnival Lab, Valnalón, Hub Milano and the Creative Factory.

Given these and other complexities, transferring practices into policy may require some intermediary steps. These may include ways to make the detailed results from the study visits accessible for regional implementation group members, for instance by a structured presentation of all relevant elements of the incubation system and corresponding practices. To be effective, a SWOT analysis of the current system against  the background of local and regional development policies, as is being made in Milan, can be a useful tool. Moreover, the group also needs to address the question how regional implementation plans, once they have been formulated, can effectively influence policies.

 

PROJECT PROGRESS

Avilés Interim Conference and Study Visit. 19-21 November 2013


Cultural Municipal Foundation of the Avilés City Council (Spain) organized the Interim Conference and the sixth study visit of the InCompass project, which took place on 19th, 20th and 21st of November 2013 in the region of Asturias. During the three days visit, more than 25 attendants from the 14 project partners participated in the event, while visited different incubators and cultural and creative initiatives of the region.

On July 4, at the Polytechnic of Milan, was held the third meeting of the Lombardy Regional Implementation Group (MI.LO.) entitled "networking: strengthen the territorial cooperation".

Greece - 23 Sep 2013


The 3rd meeting of the Regional Implementation Group of the European project InCompass was held on Monday 23rd September 2013 at the Administration Building of Regional Unity of Pyrgos Ilias. The main target of this meeting was to inform the participants about the activities, progress and the most important findings of the InCompass project, but also to exchange view and opinions for increasing the entrepreneurship at the Region of Western Greece through further reinforcement of research and innovation.

Avilés - 11 Oct 2013


Members of Regional Implementation Group of Avilés (RIG) met on 11st October 2013 within InCompass project at the Cultural Factory, in the city of Avilés. This third encounter of RIG members encompassed relevant members and representatives from the triple helix regarding creative sector in the region, including higher educational institutions, public authorities, individual entrepreneurs and associations, business centers and incubators.
